Government tortures children by keeping them in cages, human rights group says


Very disturbing news items. Willing to wager you won’t be hearing about this on any of your evening news broadcasts

An Israeli human rights organisation has accused the government of torturing Palestinian children after it emerged some were kept in outdoor cages during winter.

The Public Committee Against Torture in Israel (PCATI) published a report which claimed children suspected of minor crimes were subjected to “public caging”, threats and acts of sexual violence and military trials without representation. It came as the government’s Public Petitions Committee held a hearing to discuss the issue, which the PCATI said must be addressed with a change to the law.

The country’s Public Defender’s Office (PDO) recently released details of one particularly shocking visit by its lawyers to a detention facility:

“During our visit, held during a fierce storm that hit the state, attorneys met detainees who described to them a shocking picture: in the middle of the night dozens of detainees were transferred to the external iron cages built outside the IPS transition facility in Ramla,” the PDO wrote on its website. “It turns out that this procedure, under which prisoners waited outside in cages, lasted for several months, and was verified by other officials.”

According to the Jerusalem Post, Justice Minister Tzipi Livni called for the practice of keeping children in cages to be stopped as soon as she learned of it, and the prison service issued a statement saying the situation had been improved following the “criticism”.

The PCATI said this was not enough, and called for the country’s relatively high threshold for what can be classed “acts of abuse” to be lowered in the case of children.

Their report argued: “Torture is a means of attacking an individual’s fundamental modes of psychological and social functioning” as described in the Istanbul Protocol. Furthermore, “torture can impact a child directly or indirectly. The impact can be due to the child’s having been tortured or detained, the torture of parents or close family members or witnessing torture and violence.”

It said the incident in Ramla was just one example of a broad range of abuses being suffered.

Yesterday the Knesset committee said Israeli law as it currently exists was being violated by the manner of arrest and detention conditions of Palestinian children, the Post reported. The committee also took issue with the fact that the government appeared not to keep records of the frequency or scope of disputed practices like midnight arrests.

The PCATI quoted figures from the campaign group Defence for Children International’s Palestine section, saying: “The majority of Palestinian child detainees are charged with throwing stones, and 74 per cent experience physical violence during arrest, transfer or interrogation.”

It said Israel was the only country to systematically prosecute children in its military courts, and added that “no Israeli children come into contact with the military court system”.

  • April 2012 Defense for Children International issued an urgent appeal reporting torture was “common place” including interrogators using “severe acts of violence and threats of rape and electrocution.” (pdf)
  • June 2012 a British delegation of lawyers issued a report which garnered a lot of press, Children in Military Custody revealed “unconscionable practices, such as hooding and the use of leg irons.”

  1. They are just Palestinian children so who cares? Unfurl the Israeli flags and let the citizens for Israel festivities begin! What a disgrace to the cause of Christ.

      You’re right Henry, who cares. You’d think we as Christians and fellow human beings would care.

      But this is just another news item which, while making headlines at news sites outside the United States, will never be heard about on our evening news casts or on Christian news sites, and will be forgotten about even by most of those reading it here, within minutes after seeing it.

      Yes indeed, “unfurl” those Israeli flags which (along with the American flag) are proudly planted on Church platforms in many churches across America! Continue to blindly support and worship nation(s), regardless of their unGodly actions, because your private theology demands you do so!

      I don’t make new year resolutions, but i have made one for this coming year. If the item pertains to the Church in any way this year and it’s something i feel the church here in America will not normally hear about, regardless if it offends someone or not, im sharing it.

      By the way, i just read your post, CAN YOU SEE JESUS IN THIS PICTURE?, and wanted to thank you for sharing that story. We NEED to see these stories brother…

  2. Honestly, I don’t see how it could be otherwise seeing that Israel is trying to find their way by their historical guides, the Writings from Genesis to Malachi and the Talmud and all the extraneous Rabbinical writings plus present day Rabbis and religious practice?

    You know what an eye for an eye means, don’t ya?!!!

    The only solution for the pollution is absolution of ones sins and being born again to live as New Creatures in and through Christ!

    This reality works in every country, even in Israel if they would just give the Prince of Peace His due!

      Sorry crispy, those are not tabloid rags but legitimate Israeli news organizations.

      Me thinks you just can’t accept the story…im sorry about that. As far as ‘slant’…im here to post as God leads me to: to share the truth, and not to answer to those who don’t like what i post.

    Reread my last two paragraphs. The solution is the Gospel, not the “Law”, an eye for an eye.

    Here is what I hold too and would make these verses my platform for discussion if I was sent to negotiate the peace accord over there today:

    I’ve seen videos of this, actually, of the stone throwing that is. It appears to be something that the adults train and prompt the children to do. They have the children run into a street, and just start barraging people in their cars with stones, breaking windows, etc. I once saw a video where it seems they were having children run out into the street, with stones, for the sole purpose of getting a photograph of them getting run over. Which, actually, did occur, which resulted in Hamas releasing claims of Israelies “running over children.” Unfortunately, the terrorist elements amongst the Palestinians are training children to be violent thugs who indiscriminately attack innocent people, and are using them as political tools.

    Children shouldn’t be getting placed into cages, of course, and I don’t want to justify that. But, I do not believe that these are your average, happy go lucky children who are finding themselves in cages. It’s the type, more likely, that I’ve seen, who wear masks, swear, and commit violent acts. No different than street gangs, really, here in the U.S., except it is much more political.

      The Palestinian National Authority (PNA) has urged the international community to act with immediate effect against Israel after it was proved, via Israeli reports, that the occupation forces have been torturing Palestinian children.

      “The international community is urgently required to act against Israel and punish the occupation state for violating international laws in the first instance, and in the second to save arrested Palestinian children who are under Israeli torture,” said Zeyad Abu Ain, the undersecretary of the Palestinian Ministry of Detainees’ Affairs in an interview with Gulf News.

      “The international community must show some respect to its own laws and regulations, which have never been observed by the occupation state of Israel.” He said that the PNA has submitted hundreds of official written complaints to various international bodies in relation to Israeli violations through the torture of Palestinian children.

      “Meetings have been organised between European Union ambassadors and Palestinian children released from Israeli prisons and detention centres where the children told the ambassadors their torture stories,” he said. “We have solid and undisputed proof of violations by the Israeli occupation against Palestinian children and the Israelis cannot deny this occurs,” he stressed (more)

      Israel willfully, systematically, maliciously and lawlessly abuses detained Palestinian children. They’re treated like adult prisoners.

      Mercy isn’t Israel’s long suit. Nor are peace, equity, justice or respect for fundamental human and civil rights.

      Israel spurns them repeatedly. It’s standard practice. It remains unaccountable for grave crimes against humanity. (more)

      Update: Israel cages Palestinian children in outdoor holding pens during freezing storm

      Once again Israel has been accused of torturing children. This time the state has been accused of caging Palestinian children in outdoor holding pens during the recent freezing winter storm. Lawyers from Israel’s Public Defender’s Office (PDO) visited a prison in Ramla during the storm and published a report on their website. (more)

      An NGO has accused Israel of locking up children in cages during the worst of the recent snow storm. Kids that police suspected of minor crimes were regularly placed in cages as a form of public humiliation and threatened with sexual violence, among other acts designed to terrify them.

      The torture was halted only after Justice Minister Tzipi Livni interfered following the discovery and a candid phone talk with Israel’s Public Security Minister Yitzhak Aharonovitch.

      The Public Committee Against Torture in Israel, which is an Israel-based human rights group, said caging was a standard procedure at Ramle prison, with children enduring freezing temperatures and inclement weather outside a transit facility. They spent night hours outside after arrest until they were brought to court in the early morning.

      The NGO cited the Istanbul Protocol Manual that discusses various authorities illegally using torture to extract information from minors. It did also say it was actively campaigning to redefine “torture” at a lower threshold of abuse when it comes to children.

      It argued that international law does little to define torture in a binding manner so groups advocating against torture often demand that ill treatment should also be defined as torture. It said: “Torture can impact a child directly or indirectly. The impact can be due to the child’s having been tortured or detained, the torture of parents or close family members or witnessing torture and violence.”

      On Tuesday, the Knesset’s Public Petitions Committee said at a hearing that the manner of arrest and detention conditions of Palestinian children was violating Israeli law for dealing with children. (link)

      Children shouldn’t be getting placed into cages, of course, and I don’t want to justify that. But, I do not believe that these are your average, happy go lucky children who are finding themselves in cages. It’s the type, more likely, that I’ve seen, who wear masks, swear, and commit violent acts.

      I’ve not read any thing which points to them being ultra-violent offenders, etc etc. Wonder how US citizens would react if we treated US children in the same manner….even violent children? Don’t think it would ‘go over’ very well. Personally, speaking as a mother only, if some government treated by child or in my case, grand child in this manner, i’d be doing everything i could to get the attention of the world focused on this tragedy. In hope that someone would step up and stop it.
